The majority of Tibetan high school graduates do not have the financial means to go to University. A limited number of scholarships are provided by the Tibetan Administration and TCV schools for the highest achievers.

However the majority, those who do not qualify, are usually unable to study further regardless of how talented they are. High school graduation is simply not enough to ensure them a good job. Many lose their way at this stage - ignoring familial responsibilities: some even get caught up in illegal activities.

A new committee is selected every year from organizations outside Tibet Charity, e.g. Directors of NGOs, Government officials, etc The winners of the scholarships are decided in the summer break, following the publication of their final year results.
